Albion trail to an Andre Schurrle goal after having the chance to go ahead through a Pascal Gross penalty after Glenn Murray was felled in the penalty area.
Albion had lots of early possession.
But Gross, who had been off the pitch for attention, saw his penalty saved down to his right by Marcus Bettinelli.
Schurrle gave Fulham the lead on 44 minutes.
