The first three refugee families are due to arrive in Brighton and Hove today (Wednesday 2 December).
Eleven Children have already arrived.
Councillor Emma Daniel said that they were desperate, isolated and traumatised.
She told the BBC: “No one wants to be a refugee.”
She said that people would rather stay in their home but felt they had no choice.
Councillor Daniel chairs the Brighton and Hove City Council Neighbourhoods, Communities and Equalities Committee.
She said that the government was fully funding the care and housing of the families.
They were not displacing anyone on the housing waiting list, she said, but she understood why some people locally might be worried about their own situation.
