Fulham’s Konstantinos Stafylidis chopped down Elliott Bennett as he surged into the box on the hour to earn the Albion the spot kick.
The Seagulls have now hauled themselves out of the Championship relegation zone, courtesy of Millwall’s poorer goal difference.
The win makes interim manager Nathan Jones an outside contender for the vacant managerial position, with four points from two games in charge.
Albion next take on Brentford in the FA Cup third round at Griffin Park this Saturday (3 January).
