Albion won their first game under Oscar Garcia with a goal from Welsh international midfielder Andrew Crofts.
Garcia gave full debuts to loanees Keith Andrews and Stephen Ward.
The Seagulls had a hatful of chances in the first half, the most notable falling to Leo Ulloa after excellent work by David Lopez.
Early in the second Birmingham hit the post twice in quick succession, first through Andrew Shinnie then a few minutes later through Lee Novak.
With 25 minutes left to play, Crofts latched on to a through ball from Kemy Agustien and fired Albion to their first victory at St Andrew’s since 1989.
