Veteran former councillor Brian Fitch is back in Hangleton and Knoll regaining a seat for Labour.
The decision of Jo Heard to stand as an Independent looks to have cost the Tories the third seat which was contested by Michael Ireland, selected after the death of David Smart.
Councillor Fitch said: “I feel elated that the results have been good for the Labour Party.
“We have taken four seats from the Conservatives.
“This is sending a message to Cameron that the people in Hove are against the policies he’s trying to bring in.
“This is a message right across the country to the government that they must think again before they inflict these cuts.”
