The planning application to revamp the Open Market in Marshalls Row and Francis Street in Brighton has been submitted.
The application is for a partly covered market with 44 permanent stalls, 12 workshops, eight loading bays and a central square.
It also includes 87 flats in three blocks with five car ports and cycle parking.
The site will also include offices, a meeting room and public toilets as well as new-look entrance canopies and gates to the entrances in Marshalls Row and Ditchling Road.
The proposal includes plans for a temporary market in Francis Street car park while building work takes place.
Brighton and Hove City Council Planning Committee is expected to consider the plans in the new year.
