More than four inches of snow had fallen on Brighton and Hove by late evening with buses stuck and Sussex Police advising drivers to venture out only if absolutely necessary.
Road conditions were so treacherous that Brighton and Hove Buses stopped running shortly after 9pm.
Brighton and Hove City Council staff focused on gritting priority routes and promised to treat them overnight but at leasttwo more inches of snow is expected by the morning (Thursday 2 December).
The council said that its resources were limited and that there would inevitably be disruption.
The council urged residents and businesses to help to “shovel, sweep and salt” outside their homes and premises.
It reiterated the government’s advice that people who clear paths and pavements are highly unlkely to be sued if someone suffers a fall.
Southern operated an emergency train timetable and those commuters who make it to the station are likely to face a third difficult day with delays and cancellations.
A handful of schools closed early today and there doubts about how many would be fully open with snow expected to fall almost continuously overnight.
Adult social services also closed its day centres at Wayfield Avenue, Ireland Lodge, Craven Vale, Tower House.
The council switched several staff from their main duties – such as parking wardens – to help clear snow today. A similar deployment is expected tomorrow, especially along key routes for drivers and pedestrians in central areas.
The council said that all five of its housing offices were open today and that the repairs desk was also open and fully operational.
Gatwick airport was closed with no flights expected to land or leave before 10am tomorrow.
And Pop star Michael Bolton cancelled a concert at the Dome.
