A four-storey complex of 40 apartments with 870 sq m of office space and a medical centre is being planned for a site opposite Shoreham Harbour.
Horsham-based developer Southern Housing Group has applied for permission to build the development on a derelict plot in Kingsway, Hove, stretching between Roman Road and Brittany Road.
The site was last used as a garage by car dealer Caffyns.
The plans include parking spaces for 60 cars and 75 bicycles. The aim is to create 50 jobs at the complex.
Brighton and Hove City Council planning committee is expected to vote on the proposals at a meeting in the next few months.
